Senator FERGUSON —My question is directed to the Minister representing the Minister for Employment, Education and Training. Is the minister aware of a practice occurring at some CES branches where CES officers, under instruction, are including in their tallies of case managed people who obtain jobs anybody on their list of people to be case managed who secures employment, regardless of whether any case management services have been provided? Is it the case that this practice contravenes the operating guidelines of the case management system as administered by DEET? Does the fact that the system can be so easily manipulated cast significant doubt over any statistics relating to the success rate of the program?

Senator SCHACHT —No, I am not aware of any such cases. I will refer the matter to Mr Crean and report back to the senator next week.

Senator FERGUSON —Mr President, I ask a supplementary question. The minister did not answer the part of the question which asked whether it contravenes the operating guidelines. Has he any idea whether it contravenes those guidelines if it happens?

Senator SCHACHT —As I do not know that it happens, I am not going to comment about the guidelines. As I said, I will come back to Senator Ferguson next week with a report. It is a reasonable question to ask. If he has any evidence he wants to give us of cases happening in particular CES offices I would be happy to receive it, even in confidence, and have it referred to the minister.
