(Question No. 1436)

Senator Calvert asked the Minister representing the Attorney-General, upon notice, on 6 June 1994:

  (1) What was the total cost (estimate $20,394.80) for the tour host consultancy for the United Nations (UN) Racism Conference.

  (2) What was the role of the tour host consultancy in relation to the department's involvement in the UN Racism Conference.

  (3) What other costs were incurred by the department for the UN Racism Conference.

  (4) Where was the Conference held.

  (5) What staff attended the Conference and at what cost.

  (6) What funds were received through private attendees.

Senator Bolkus —The Attorney-General has provided the following answer to the honourable senator's question:

  I am advised by the Human Rights and Equal Opportunity Commission:

  (1) The total cost for the Tour Host consultancy for the United Nations (UN) Racism Conference was a management fee of $9,000. The Estimate of $20,394.80 would have included disbursements such as venue fees, printing and publications, hire of audio visual equipment etc, which Tour Host would have initially paid on behalf of the Commission.

  (2) Tour Host consultancy were the conference organisers. This role involved the co-ordination cf organisational aspects of the Conference (eg organising venue, printing of Conference information, hire of equipment etc). The Department was not involved in the organisation of the Conference.

  (3) The other costs incurred by the Commission for the UN Racism Conference were $70,987.58. No costs were incurred by the Department.

  (4) Hotel Nikko, Potts Point, Sydney.

  (5) The Conference was attended by the President, the Human Rights Commissioner and the Race Discrimination Commissioner. Two staff from the Human Rights Unit attended, as did two staff from the Race Discrimination Unit and the Community Education Unit. These staff, however, were also assisting in the running of the Conference. Policy staff from other units within the Commission were invited to attend relevant sections of the Conference on a sessional basis. Several staff took up this offer.

  There was no cost for staff from the Commission attending the conference.

  (6) $19,350 was received through private attendees.
