Senator SHERRY (Parliamentary Secretary to the Minister for Primary Industries and Energy) (8.32 p.m.) —We are not supporting Senator Coulter's next amendment. I apologise for the mix-up. We are supporting the twelfth amendment listed on the sheet.

Senator Bell —We want to know why.

Senator SHERRY —We will get to that in due course. We have amendment Nos 5 and 7 before us at the moment and I will speak to those. With regard to the amendment that Senator Coulter has moved which inserts the words `for sale' at the end of paragraphs (a), (b), (e) and (f), if Senator Coulter looks at clause 16, we would argue that if both clauses are read together, clause 16 makes it clear that certain acts done for private, experimental or breeding purposes do not infringe PBR and we have listed them there. Therefore, Senator Coulter's proposal is not accepted because it is unnecessary.
