Senator BOLKUS (Minister for Immigration and Ethnic Affairs and Minister Assisting the Prime Minister for Multicultural Affairs) (8.20 p.m.) —Let us face it, we have been working on the basis, and Senator Harradine and Senator Margetts have been working on the basis, that we are trying to give the sort of protection people get in a court in terms of processes in this particular instance. Putting this up is akin to saying that in a court of law people can call an accountant or whoever to appear for them. People can call on them to appear but they cannot call on them to present and argue a case. What has been put here is that any person may be able to assist. It is so loosely written that it may very well be that any range of people can so assist.

Senator Vanstone —Haven't you heard of `next friend'.

Senator BOLKUS —I have heard of next friend, but I do not know that what Senator Vanstone is doing here is not going much further than that.
