Senator BOLKUS (Minister for Immigration and Ethnic Affairs and Minister Assisting the Prime Minister for Multicultural Affairs) (6.47 p.m.) —The government has considered all sides of the argument. We have come down to the position where we do need the flexibility, particularly in situations where we do not see that the provisions proposed by Senator Spindler are all that fundamental in terms of the policy objectives he wants to obtain. We think the flexibility is much more important, and we anticipate that there could be problems in laying down the sorts of prescriptions that the Democrat amendments wish to lay down, so of course we oppose them.
