Senator Walsh —On 24 February 1987 (Hansard, page 495) Senator Powell asked me as the Minister representing the Minister for Communications the following question without notice:

When will the Government complete the drafting of guidelines on public television broadcasting which commenced in 1981?

When will the Government implement Australian Labor Party policy which supports public television broadcasting?

What is the Government's timetable for the provision of suitable broadcasting facilities for those groups to start broadcasting?

The Minister for Communications has provided the following answer to the honourable senator's question:

Draft guidelines for public television were put to the Broadcasting Council for comment in 1981. The Guidelines did not proceed further because of unresolved issues relating to channel sharing and the manner of funding Public Television. These issues are currently receiving further consideration and are expected to be completed for reconsideration by Broadcasting Council during 1987.

The Government is currently considering proposals put to it recently for public television services.

A number of questions still need to be resolved. I expect to be in a position within the next few months to announce whether proposals will proceed and, if so, in what form.
