Senator KILGARIFF(11.26) —I thank the Minister for that and note his advice. On another matter, I note that in the second reading speech by the Minister for Arts, Heritage and Environment (Mr Cohen) when introducing this package of Bills, Mr Cohen acknowledges that the proposed conservation zone forms part of the most highly prospective unexplored mineral province. This fact has been pushed continuously by the Northern Territory Government, but it appears that for a long time it has been rather strenuously denied by the Commonwealth. Given that the Minister has now acknowledged the prospectivity of the area, how is this reconciled with the decision to allow a mere five-year exploration and resources assessment period?
