Senator TATE (Special Minister of State)(6.01) —We could go on endlessly. The object clause indicates that certain measures are to be undertaken.

Senator Watson —Far too wide.

Senator TATE —No, the legislation qualifies it somewhat. Measures are to be undertaken. In particular, the obligation is to identify and to delineate the natural heritage and cultural heritage and take appropriate measures to protect and conserve that heritage. Those measures are set down as the particular objective of this legislation and the measures which follow by way of setting up an inquiry are the natural filling out to that objects clause, giving practical effects to it.
