Senator TOWNLEY(9.25) —I know it is not done everywhere else in the world, but it is done in some areas, such as New York and California, where the density of traffic is much higher than it is here. It is done for a very good reason. It saves people a lot of money in terms of fuel; it prevents them from getting frustrated at traffic lights and, of course, frustration leads to lots of accidents. I sincerely say to the Department that after seven years it should have been able to make some decision or at least reached some decision with the State governments. If it cannot get a decision in seven years, I really think that the person who is looking after this matter in the Department is not doing his job.
