Senator PETER RAE —by leave-I make it quite clear that from the inquiries which I have been able to make the Opposition is taken by surprise as to the contents of the proposal. Notices of motion are usually given by arrangement. The Whip has heard nothing whatsoever of any arrangement whereby such an unequal distribution would be proposed so as to include on the Australian Constitutional Convention delegation only one senator from the Opposition, that is the Liberal and National parties, and one from the Australian Democrats. Notice has not been given of this proposal by prior arrangement.
