Senator ARCHER(12.16) —I am perfectly happy with the explanation we have had. I still disagree with the principle. But, as I said in the course of my remarks when the Minister for Education (Senator Ryan) was not in the chamber, the Housing Loans Insurance Corporation has operated very well since its formation because there has been such continuity and co-operation at all levels. Mr Fitzpatrick is one of the integral parts of that. However, he is approaching the end of his term and the position is to be filled again. While I certainly hope that he will be the successful filler of that position I believe that it is necessary that we continue to make the statement that, as a point of practice, it is not most desirable to have such positions filled by people with dual capacities.

Senator Haines —I do not think anybody is disagreeing with the principle of that.

Senator ARCHER —I thank Senator Haines very much. I thought, from Senator Ryan's point of view, that she was disagreeing with that. I do not intend to make a great issue of this matter but I think it is advisable that the Government take it on board. In the event of the reappointment of Mr Fitzpatrick to the dual position I think he should occupy that dual position only until such time as the results of the White Paper are available so that the matter can be reconsidered in those circumstances.
