Senator COATES —On behalf of the Standing Committee on Regulations and Ordinances, I give notice that, 12 sitting days after today, I shall move:

That the National Crime Authority Regulations (Amendment) (Statutory Rules No. 3 of 1985) be disallowed.

I seek leave to make a brief statement of explanation.

Senator COATES —This amendment of the National Crime Authority Regulations contains some unusual provisions concerning alternative and indirect methods of serving a summons. The Committee is concerned about checking whether the procedures may trespass on personal rights and liberties and so has raised the matter with the Special Minister of State (Mr Young). The Minister's reply was received only late yesterday; so the Committee has not yet been able to consider his explanation. Therefore, as today is the last opportunity to give notice of a motion for disallowance, I am doing so but in such a way that will allow time for further examination before the notice is dealt with.
