Senator GRIMES (Minister for Social Security)(9.53) —In fact, I am told that there was an emergency in this area a couple of years ago concerning the lucerne aphid. But the Bill provides, in any case, that the decision to make an emergency declaration will always be reviewed and can even be reviewed by the Administrative Appeals Tribunal. Therefore, we cannot see that these amendments add sufficiently to the legislation to warrant holding it up in this way.


Senator Macklin —Could the Minister point to the part of the legislation showing what actual procedures take place in relation to an emergency?


Senator Haines —We will give the Minister 30 seconds to answer.


Senator GRIMES —If honourable senators will give me 30 seconds or a minute I will certainly get the advice.
