Senator GRIMES (Minister for Social Security)(9.31) —The Government does not accept the amendment. In the view of the Government the proper vehicle for this Bill is the Australian Agricultural Council and not the Australian Environment Council. The vast majority of weeds and pests are of agricultural significance. Environmental agencies in the Commonwealth, States and the Northern Territory have been consulted during the preparation of the Bill. There was never any suggestion that they should be responsible for it. We see no purpose in such a change.
