Senator JACK EVANS(11.11) —Mr Chairman, I seek your direction as to whether, by deleting clause 2 as it stands, which includes deleting the sub-clause relating to the date of proclamation, we would effectively destroy the Bill. I do not wish to do that. I want to know whether it is necessary for me to move an amendment to clause 2 (2).

The CHAIRMAN —Clause 2 deals, of course, with the date of commencement of the Act. Sub-clause (1) is not under consideration. No motion has been moved for us to reconsider that sub-clause. The only sub-clause that is being reconsidered is sub-clause (2) of clause 2, which deals with the date of operation of clause 5. Now that clause 5 has been reinserted, presumably some clause such as clause 2 ( 2) would be necessary, either in the present form or a variation of it.
