To the Honourable the Speaker and Members of the House of Representatives in Parliament assembled. The petition of certain electors in the seat of Lilley shows-

1. That the Federal Government has given a commitment to the provision of tertiary education for the people of Australia; but

2. That certain aspects of the Higher Education Administration Charge may adversely affect access to tertiary education by some categories of students.

Your petitioners therefore pray that:

1. The Federal Government discontinue the Higher Education Administration Charge as soon as is economically feasible.

2. During the operation of the administration charge, a graduated charge be introduced, the amount of which to be related to the number of units studied, so as to promote greater equity.

3. A set maximum charge be introduced for families to alleviate the burden of such a charge on single income earners with more than one dependent student.

And your petitioners, as in duty bound, will ever pray.
