Mr WILLIS (Minister for Employment and Industrial Relations)(9.07) —The argument against this amendment is the same as that against amendment No. 4. Again we are talking about authorities reporting to the Public Service Board or to Ministers. As I mentioned previously, those that have a statutory relationship to the Board would have to report to it and the Board would eventually report to Parliament via the Prime Minister (Mr Hawke) in the annual report. In relation to those authorities which are covered by this legislation and which seek to go down the path of reporting to the Board, the same requirements would apply. Again there is no withholding of information from the Parliament. The processes of reporting would be the same as in the case of annual reports and there is no need for this amendment.
