Mr DEPUTY SPEAKER —The question now is that the motion to suspend Standing Orders be agreed to.

Question resolved in the negative.

Mr Morris —Mr Deputy Speaker, I raise a point of order. To save the time of the House we have not forced the vote to a division. We have indicated our support for the motion. But the situation is that the Minister for Transport could not explain to his own back benchers last night the reasons for the Government's action.

Mr DEPUTY SPEAKER —Order! The honourable member for Shortland--

Mr Morris —He could not even explain it to them. He had to have officers do that; so the odds are that he could not explain it to the Parliament anyway.

Mr DEPUTY SPEAKER —Order! The honourable member for Shortland will resume his seat.
