Senator CORMANN (Western Australia) (12:25): With respect, the minister has said that they have done it this way because that is their advice. The minister has not gone through the policy rationale. I would like the minister to explain why it is that 100 per cent of the transitional assistance goes to the highest emission intensity electricity generators when lower emissions intensity coal fired power generators get nothing. What is the policy rationale? I am not looking for a glib reference that 'that is the expert advice'; I want an explanation on the record as to why in the government's judgment that is the appropriate policy.
