Senator RICE (Victoria) (10:01): I'm clarifying. There is no formal mechanism of consultation with the states, so, essentially, we have to trust the government that it's going to be doing it appropriately. There is the requirement, however, of the minister to consult with the board, but I just want to clarify that, at the end of the day, the power to decide that a new class of loan or a particular type of loan is going to be rolled out in a particular area rests solely with the ministers.
