Senator PATRICK (South Australia) (17:19): I presume that it does, however, deal with the scope. If you're changing the way you view an offence—perhaps expanding its boundaries slightly or changing those boundaries—then the way in which the intelligence services may respond to that would change. That may involve the exercise of an existing power to deal with a new area of potential offence. Is it fair to say that?
