I'll take you back to one of the pieces of language you used, which was 'impact' national security. The legislation talks about 'prejudicing'. You are talking about a substantial risk that the conduct will prejudice Australia's national security, and, in all of the circumstances, it's unjustifiable to take the risk. No, I don't accept the proposition that you're putting.
