Senator FIFIELD (VictoriaManager of Government Business in the Senate and Minister for Communications and the Arts) (13:22): A profit is something that a business has after they've accounted for their expenditures. The government doesn't know what the profits of individual businesses are. The government would know what is paid in the contract, but a government wouldn't know what the profit of an individual business is.
