Senator CORMANN (Western AustraliaMinister for Finance and Deputy Leader of the Government in the Senate) (11:50): It is as I said: one relates to the daily average. As the second subsection then indicates, as long as that daily average is complied with, then, within any one hour, there is the flexibility to go up to 15 minutes per hour plus one minute per hour of non-program matter that is marriage law survey matter. Essentially, as long as you comply with the average per hour on a daily basis, in any single hour, you are able to take advantage of the relevant provisions in subsection (2).
