Senator CORMANN (Western AustraliaMinister for Finance and Deputy Leader of the Government in the Senate) (11:49): Firstly, what I would say is that these provisions are literally a copy and paste out of the relevant provisions that apply during an election period. The second point is that one is a cap within the hour and the other refers to an average during the day on an hourly basis. That's the reason for the difference. It is 100 per cent consistent with equivalent provisions that would apply in the context of an election campaign.
