Senator FIFIELD (VictoriaManager of Government Business in the Senate, Minister for Communications and Minister for the Arts) (21:15): The evidentiary requirements for civil prosecutions are lower. In ACMA, we would have an active regulator. I think it is well known to colleagues that the AFP has competing priorities. The fact that there is an active regulator focused on this and with the greater ease of the application of civil penalties the government is confident that this will be a framework that will work.
