Senator MILNE (12:13 PM) —I would like some clarification from the minister in relation to the directions that the minister might give. We have heard before that the reason for not including consideration of greenhouse gas emissions as mandatory is that that is something that the minister can ask Infrastructure Australia to perform. However, when we look at the minister being able to give directions to Infrastructure Australia, the bill says:

Since the only mechanism for Infrastructure Australia to consider greenhouse gas emissions is through ministerial direction, what does that mean?
