Senator FIERRAVANTI-WELLS (New South WalesMinister for International Development and the Pacific) (21:44): Until a person actually applies, we don't know what we don't know. When they do apply we are then in a process where we can determine the particular circumstances of that person. We can then proceed to look at the circumstances of that person. Until they do apply, for example, we may not know if the particular organisation in question is a defunct organisation. Until that person does come forward those parameters can't be considered.
