Senator RIDGEWAY (10:29 PM) —On the question of balance between copyright owner and copyright user, I wonder whether the minister might make some comment about the free trade agreement with the United States and the precedent that is being set there. Essentially, because we are a net importer of copyright material, as I understand it most of what will occur will be that copyright users will have a lesser set of rights than copyright owners. Isn't it the case that it does not provide international harmonisation with respect to user privileges in other parts of the world? The question really is about balance. Isn't the balance being altered here in this free trade agreement in favour of the United States, which is predominantly a copyright owner, compared to arrangements that already exist in other parts of the world in terms of the balance between user privileges and other copyright owners outside the United States?
