Senator HILL (Minister for Defence) (6:17 PM) —I think the answer is that there are probably a lot of implementation processes that still lie ahead. That is not at all surprising. You negotiate a framework agreement, you negotiate implementation legislation and each party has to consider the other's implementation. You move ultimately to bring the agreement into effect. I have not counted them, but I suspect there are many different bodies that are established to facilitate the operation of the agreement. I do not find that surprising at all.
