Senator HARRIS (5:14 PM) —I make a final point. I understand from Senator Hill's answer the difference between the Australian Pharmaceutical Benefits Scheme and the process in the United States. In the US the Veterans Administration and the Department of Defense can purchase pharmaceuticals and resell them. My question to Senator Hill was not so much about access for Australia but about our negotiating position. If America is able to exclude from the agreement purchases by those two federal departments, is Australia able to negotiate an equivalent protection of purchases for our consumption?
