Senator IAN MACDONALD (Minister for Fisheries, Forestry and Conservation) (2:40 AM) —I do not want to carry this on, except to say that you are quite right, Senator Allison. I was not around, but perhaps you did, and I accept what you say, try to do something about the penalty—and I say this to you and the Labor Party—for all the right or wrong reasons. But unless you address that you cannot really deal with these things, and what you say is correct. But that is why I say—and perhaps I am not so much talking to you, as I have indicated that we are going to oppose it; I am saying it to the Labor Party, for the same reason—that without amending that other bill I do not think that this is going to achieve what those who have put it together would want it to achieve. Even if we wanted to support you, which we do not, without that other bill it is not going to make any difference.
