Senator IAN MACDONALD (Minister for Fisheries, Forestry and Conservation) (2:38 AM) —The government does not support the amendment either. Senator Allison, I think, was involved in the development of the mandatory renewal energy target. She probably realises that, without changing the level of the penalty, the real operation of the renewable energy trading market and the likely behaviour of market participants are not going to be affected. That is the point I was making before. In another bill, which we are not dealing with in this amendment bill, you would have to do something with the penalties, even if we agreed with your proposal, which we do not. You would have to deal with the penalties in another bill. Because that is not being done, these sorts of proposals simply will not get the result that you are seeking. Again, we think it is better for this whole issue to be looked at more closely and in depth elsewhere.
