Senator ALSTON (Minister for Communications, Information Technology and the Arts) (11:44 AM) —This really does go to the heart of the government's approach, where we spell out a number of matters which we regard as unacceptable conduct. The combination of Labor's and the Democrats' proposals would mean that that heart of the bill would be excised. Whilst I do not think we should divide, because of the time that is taken up as a result, I do want to indicate that this is a pretty fundamental proposition and we will clearly be strongly opposed to it.
