Senator BROWN (11:57 AM) —I have already acquainted the committee with the situation that the Australian defence forces are able to be used to shoot unarmed civilians in a crowd. The minister now says that the tanks would be used only in an appropriate circumstance. I submit that there is no appropriate circumstance for using tanks against Australian civilians. If there is such a circumstance, I ask the minister what it is.
