Senator ELLISON (Special Minister of State) (10:03 AM) —I answered that question about manuals in question time the other day when Senator Brown asked that. If this bill goes through, there will have to be a revision of various manuals. The one that Senator Brown cited in particular I said would have to be revised. There is work already being done on revising the national antiterrorist plan to meet the requirements of this bill, should it be passed. As I said previously this morning to Senator Brown, should this bill be passed there will be necessary revisions, albeit slight, to the national antiterrorist plan. So that is quite clear—there will be revisions to the national antiterrorist plan as a result of passing this bill. I think that squarely meets Senator Brown's question.
