Senator CASH (Western AustraliaMinister for Jobs and Innovation) (21:47): If, as you've stated, they've gone through the system now three times, DHS obviously will be having a very good look at them. That is actually what the system is targeting, because the people you are referring to are likely to be those who are consistently, wilfully non-compliant. If there are genuine vulnerabilities, these should be picked up along the way, hence quite literally the number of demerit points, review points et cetera and the scaling of the penalty to ensure that you are assisting those who do need assistance and you are properly targeting those who are gaming the system.
