Senator CHAPMAN —I give notice that, on the next day of sitting, I shall move:

  That the following matter be referred to the Standing Committee on Rural and Regional Affairs for inquiry and report:

The intention of the Federal Government, in October 1994, following the final negotiating session in Paris, to sign the International Convention on Desertification, with particular reference to:

  (a)the impact on rural, pastoral and mining communities in relation to land management;

  (b)the impact on rangelands, farmlands, mining and tourism industries and the effects on productivity, income, exports and trade competitiveness;

  (c)the adequacy of Australia's existing and planned programs for landcare, biodiversity, climate control, rangelands and forests to deal with arid land management, soil, water and vegetation conservation and environmental management generally; and

  (d)the use of international conventions and the external affairs power to control land management and the impact of exposure to potential liability at international law.
