Senator COULTER (Leader of the Australian Democrats) (9.07 p.m.) —I am persuaded to support this Opposition amendment. If I may pick up the theme used by Senator Collins in relation to the Opposition, there has been a great deal of debate in this place regarding political advertising and whether there should be surveillance over the sorts of advertising that might be carried out by third parties under the guise of community information or promotional material. It seems to me quite reasonable in those circumstances that there should be some surveillance. For that reason, although what the Minister said is true in relation to this type of material falling outside the definition of `advertisement', in terms of the guidelines as to the kinds of community information, it might be very useful to have that in the provision.
