Senator COULTER (Leader of the Australian Democrats) (9.04 p.m.) —Having looked at the amendment a little more closely, I would make the point that, if the total deletion of clause 45 is not accepted, it seems to me that as clause 45(2)(a) and (b) set out precisely the circumstances in relation to the amount of advertising which is carried, any change would require that the matter come back by way of amendment to the Bill, which is a far more thorough-going review than simply a regulation or disallowable instrument. I agree with the Minister that if clause 45 remains in, probably the provisions in it are sufficiently stringent to satisfy our needs.
