Senator COULTER (Leader of the Australian Democrats) (8.11 p.m.) —When I spoke a moment ago perhaps I was confusing the actual numbers. I understood that what was happening was that clause 77, which refers to the interim community advisory committee, would come out because it would not be necessary if we had established a permanent community advisory committee. The Opposition was taking all of those parts of clause 77 and bringing them forward into clause 51A and not into clause 49. I am sorry if I misled the Committee.

  The Government was actually varying one of those clauses, namely, the one which is currently listed as 77(2), the function of the interim community advisory committee, which now states:

The function of the Interim Community Advisory Committee is to advise the Board on the community consultative measures to be included in the SBS's first corporate plan.

I think the confusion may have arisen over the numbering. If the Government were to change its second amendment, which refers to clause 47, and make that refer to the Opposition's new clause 51A(2), I think the whole thing would be in conformity.
