Senator ARCHER(5.56) —What concerns me about clause 4 is that the whole Bill is relative to the argument over the memorandum of understanding. I cannot find the words `memorandum of understanding' listed in any one place in the whole of the Bill. I believe that, if the basis of this matter is the fact that there is some disagreement whereby the Federal Government wishes to override the memorandum of understanding, as it has already, it needs to mention in the Bill at least that the memorandum of understanding is seen to be of no consequence.
