Senator WATSON(5.55) —I have a concern that clause 4 in effect could pre-empt clause 7, the establishment of the commission, because, as I read clause 4, the object of the Bill is to provide for measures that will enable effect to be given under the World Heritage Convention in relation to its obligations and to take appropriate measures to protect and conserve the area. With the mere passage of this Bill, the Government could take action, irrespective of the outcome or the need for a commission of inquiry.
