Senator JESSOP(11.47) —The Attorney-General is still evading the issue. I am prepared to concede that the Government has done this in a reasonable way. Nevertheless, it has selected a certain section of the community for special treatment--

Senator Gareth Evans —Rubbish!

Senator JESSOP —It is quite true. I am trying to point out to the Government that it is a dangerous practice to create an elitist section of the community when we are all expected to exercise proper restraint. That is the only point I make. I recognise that the Government has done this by giving 6 per cent and following on with 5.7 per cent, but I still think that the point has to be made.
