Animal Welfare

Dear Mrs Wicks

Thank you for your letter of 18 June 2018 to Senator the Hon. Anne Ruston, Assistant Minister for Agriculture and Water Resources, about Petition EN0553 which relates to puppy farms. I am responding as the Minister with responsibility for trade and international agreements relating to animal welfare.

The Australian Government considers that animal cruelty in any circumstance is abhorrent and should be condemned. Each state and territory government is responsible for developing and enforcing their own animal welfare legislation, which includes companion animal breeding regulations. The Australian Government has no regulatory powers in this area. To make sure that companion animals are treated well throughout their lives, the state and territory governments have made rules about how animals should be cared for. The petitioners' concerns could therefore more appropriately be raised with relevant state or territory governments.
