Mr Truss asked the Prime Minister, upon notice, on 8 October 1992:

  Further to his answers to questions without notice on 28 April 1992 (Hansard, pages 1827-40) regarding his plan to change the design of the Australian flag, (a) has he taken a proposed mechanism to change the flag to Cabinet, (b) will the existing flag be included in any popularity contest to choose a design for a future flag and (c) will he ensure the flag is not changed without a referendum of the Australian people.

Mr Keating —The answer to the honourable member's question is as follows:

  (a), (b) and (c) The details of how a new design might be chosen have not been considered by the Government. No scheme would be contemplated, however, which did not involve an act of choice by the Australian electorate between the current design and any proposed new design or designs.
