Mr WILLIS (Minister for Employment and Industrial Relations) —Mr Deputy Speaker, may I have the indulgence of the House to raise a point of procedure on this legislation? Before the debate on this Bill is resumed I would like to suggest that it may suit the convenience of the House to have a general debate covering this Bill and the motions to take note of the report of the Joint Select Committee on Electoral Reform and the report of the inquiry into the disclosure of electoral expenditure. I suggest, therefore, Mr Deputy Speaker , that you permit the subject matter of the three orders of the day to be discussed in this debate.

Mr DEPUTY SPEAKER (Mr Rocher) —Is it the wish of the House to have a general debate covering the three matters? There being no objection, I will allow that course to be followed.
