Question No. 431

Mr Wells asked the Minister for Defence, upon notice, on 6 September 1983:

What Commonwealth funds listed by purpose, in the form of (a) grants, (b) subsidies, (c) special purpose grants, (d) dollar for dollar contributions or (e ) other contributions have been partly or totally (i) received or (ii) returned or refused by the Queensland Government, from December 1972 to August 1983.

Mr Scholes —The answer to the honourable member's question is as follows:

Funds have been provided from Defence appropriations for the following special purposes:

(a) housing for servicemen; and

(b) assistance to State Emergency Services.

Information on expenditures on housing for servicemen through advances to the State of Queensland under the agreement between the Commonwealth and the States will be included in the response provided by the Minister for Housing and Construction to the same question.

Payments to the Queensland Government in relation to that State's Emergency Service are limited to reimbursement of salaries to State Emergency Service Regional Offices and to the provision of assistance for the clearing of firebreaks and providing depots for emergency service units at the local level. These payments were $3.158m and $0.461m respectively in the period 1974-75 to August 1983.

Further assistance has been provided to the Queensland State Emergency Service during this period by way of:

(a) training of Emergency Service personnel at the Australian Counter Disaster College, Mount Macedon to the value of $1.058m;

(b) public information awareness material for distribution through the Queensland State Emergency Service to the value of $0.155m; and

(c) provision of equipment to the State Emergency Service to the value of $2. 121m.

Additional information on the nature of these payments is included in successive Budget documents 'Payments to or for the States, the Northern Territory and Local Government Authorities'-for example, see 1983-84 Budget Paper No. 7, pages 36-38.

To assist the integration into the community of west Townsville of servicemen stationed with their families in this area, advances totalling $0.301 were provided to the Queensland Government in 1972-73 and 1973-74 towards the cost of developing community facilities.
