Mr CARLTON(2.31 a.m.) —The Opposition opposes this measure because it is an integral part of the measures we have been discussing and is the Bill necessary to raise the levy of one per cent which, as we pointed out, raises about $1 billion of the $1.7 billion extra taxation being raised by the Government in a full year to support additional government involvement in health care delivery. So, we are opposed to it. We will not vote against this Bill because it is a money Bill, but that is the only reason why we will not be voting against it.

Question resolved in the affirmative.

Bill read a second time.
