Mr LIONEL BOWEN (Minister for Trade)(10.53) —The Leader of the House (Mr Young) has had to travel to Darwin and therefore, in my role as temporary Leader of the House, I move:

That the sessional order of 4 May 1983 amending Standing Order 48A, relating to the adjournment of the House, be suspended for the sitting of the House on 23 August 1983.

Briefly, as is known, the Budget will be introduced on 23 August 1983. At present Standing Order 48A provides that the House will adjourn at 6 p.m. on a Tuesday. In order that the Budget, as is customary, can be introduced on Tuesday , 23 August, at 8 p.m., it is necessary to suspend the Standing Order which relates to the provisional adjournment. In other words, we will go back to the former rule 48A to provide that the House will be suspended at the normal time in the evening. This merely will enable the Budget, as would be expected by all, to be introduced at a time when the nation will be able to hear it and the press will be able to report upon it. It will have all the elements of secrecy until 8 p.m. on the day.
